Perito in elettronica Industriale da sempre appassionato di nautica e di vela in particolare, socio fondatore nel 2000 di Start 2000 S.r.l. società specializzata nella fornitura di servizi internet per le Aziende.
Nel 2005 partecipa alla realizzazione di NAVIS.IT portale che in breve si afferma come punto di riferimento in rete per i diportisti i broker e gli operatori nautici.
Attivo presso la Lega Navale Italiana sezione di Grado organizza eventi e manifestazioni con l'obbiettivo di diffondere la cultura marinaresca, l'amore per il mare e la navigazione.

Maritime Law expert, graduated in law with honors from the University of Rome, in the same year he won the competition for Graduate Officers of the Coast Guard and obtained the qualification to practice as a Lawyer in the first session in April 1983.
He has carried out academic activities as a subject expert and assistant at the chairs of tax and commercial law in Trieste and then as a contract professor in Environmental Law and in recreational navigation law at the school of specialization on recreational boating.
He has held numerous professional courses in the legal field and is the author of two monographs, one on the Artisan enterprise for the Giappichelli types and the other on the Nautical Code published by the C.C.I.A. of Trieste. He is the author of various entries in the legal Treccani, treatise on administrative sanctions by Giappichelli and the Giuffrè Short Treatise on Maritime Law. He has published numerous articles on Maritime Law of Genoa, transport of Trieste, Taxes, Bankruptcy Law etc.
In the Harbour Offices he has held numerous legal positions with the defense in court of the administration, he was commander of the port of Grado and head of the Maritime Directorate office of Trieste. In the rank of Captain of the Vessel he served as legal advisor for maritime and naval affairs at the Ministry of Foreign Affairs. In 2016 he obtained early placement in the auxiliary and has since then practiced as a lawyer.
In addition to having been a naval conservator for over 20 years, the president of numerous investigations into maritime accidents and examination commissions for maritime professional qualifications, nautical licenses and maritime brokers, he has been a technical consultant in civil and criminal proceedings for the maritime sector and an arbitrator in maritime cases.
He edits the reviews "Nautica answers" and "Navigando tra le norms" for the magazine Nautica and has been a member of the Italian Association of Maritime Law.
