The Polish shipping license document
The enrollment procedure ends with the issue of an enrollment document in a simple and functional form of plastic card.
The document is proof of ownership and certifies the Polish affiliation of the unit.
General informations
The document certifies the vessel's Polish affiliation and constitutes proof of ownership.
Legal foundations
The registration authority (sports body or association) issues a registration document pursuant to art. 4 paragraph 1 of the law of 12 April 2018 on the registration of yachts and other vessels up to 24 m in length (Journal of Laws of 2020, item 1500).
The navigation license
The model of the document is specified in the Regulation of the Minister of Maritime Economy and Inland Navigation of April 17, 2020 on the registration of yachts and other vessels up to 24m in length (Journal of Laws, item 763).

The provisions of the law of April 12, 2018 on the registration of yachts and other vessels up to 24 m in length and the implementing acts issued on the basis thereof enter into force on August 1, 2020 and from then on there may be documents of registration in legal transactions as described. The registration document does not have a specific validity date, it is issued indefinitely, and the holder is obliged to replace it when the current status changes causing the need to change the document data.
Use of the boat until the registration document is issued
After verifying the completeness of the application for registration, the registration authority issues a certificate of presentation of the application for registration (in paper or electronic format), which the ship owner can use until the registration document is issued or until the decision to refuse to enter the vessel in the register is delivered. The certificate serves as a temporary registration document.
The content of the individual fields and the abbreviations used
Detailed information on the contents of the individual fields of the vessel registration form is provided below.
a1. Registration number
Field a1 contains information about the vessel's registration number.
Your personal watercraft registration number consists of:
- abbreviation POL - in the case of a deep-sea vessel or abbreviation PL - in the case of a vessel;
- sequential register number consisting of a combination of six letters and numbers.
There may also be registration numbers with the abbreviation POL or PL followed by a string of letters or numbers of less than six digits, if the vessel was registered on the basis of the provisions in force before the entry into force of the law of April 12, 2018 on registration of yachts and other vessels up to 24m in length and its owner has decided to keep the existing registration number.
a2. ID number
Field a2 contains information on the vessel's identification number. The vessel identification number is the number assigned to it by the builder and affixed to the hull of this vessel in accordance with EU regulations (Regulation of the Minister of Development of June 2, 2016 ( Journal of Laws, article 807) implementing the so-called RCD directive ) - WIN number (Vessel Identification Number), and in the case of older units - HIN number (Hull Identification Number) or CIN number.
If the vessel has not been assigned an identification number or it cannot be sufficiently confirmed, the registration authority will issue the vessel with an Individual Identification Number (INI) which shall not be changed during the life of the vessel.
a3. name
Field a3 contains information on the name of the vessel, if provided by the owner. Sea yachts must be named in accordance with the provisions of art. 12 of the law of 18 September 2001, Maritime Code (ie Journal of Laws of 2018, item 2175), while inland yachts must not have a name and, if not assigned a name, must be marked only with the name or the shipowner's sign in accordance with the provisions of the law of 21 December 2000 on inland navigation (i.e. Journal of Laws of 2019, item 1568, as amended). In this case, three dashes will appear in field a3.
Vessel Name:
- may consist of letters and characters used in Polish and Arabic or Roman numerals;
- cannot be longer than 33 characters;
- cannot be identical in spelling or pronunciation to the spelling or pronunciation of words used to denote emergency services and their activities;
- may not contain words or phrases commonly considered vulgar or offensive.
Vessels up to 24m in length may have repeated names.
a4. Port of departure
In field a4 there is information on the ship's port of departure. For a seagoing yacht, it must be one of the Polish seaports. For vessels operating exclusively in inland waters, the shipowner may designate any city in Poland as the port of origin.

a5. Domestic or maritime registration
In field a5 there is information whether the vessel is registered as an inland vessel - therefore the letter " S " will appear or as a seagoing vessel - therefore in field a5 the letter "M" will appear.
A vessel is always registered as an inland vessel or as a seagoing vessel. If the owner declares that he will operate the vessel on inland waters and at sea, the yacht will be registered as an ocean going yacht.
a6. Intended use
In field a6 there is information about the purpose of the ship. Here one of the symbols will appear, which means:
JR - pleasure yacht,
JK - commercial yacht,
AR - a vessel used for amateur fishing in accordance with the provisions of the law of April 18, 1985 on inland fishing,
JR/R - a pleasure yacht used for amateur fishing pursuant to art. 7 sec. 1 of the law of 18 April 1985 on inland fishing or recreational fishing pursuant to art. 2 clause 1 point 22 of the law of 19 December 2014 on sea fishing,
JK/R - commercial yacht used for amateur fishing pursuant to art. 7 sec. 1 of the law of 18 April 1985 on inland fishing or recreational fishing pursuant to art. 2 clause 1 point 22 of the law of 19 December 2014 on sea fishing,
RYB - a jet ski used for fishing.
a7. Main guide
Field a7 contains information on the main propulsion of the vessel. Here one of the symbols will appear, which means:
- Ż - sailboat,
- M - motor yachts,
- BN - a driveless unit, driven by the power of human muscles,
- In - another.
a8. Information about the power of the main drive or the auxiliary drive
In the case of motoryachts, field a8 provides information on the main propulsive power (expressed in kW).
In the case of a sailing boat, if the boat is equipped with an auxiliary engine, the abbreviation 'PNM' will appear. Any replacement of the engine with a model with different parameters will not imply the obligation of the sailboat owner to replace the registration certificate. If the owner has provided information about the engine in the registration application, it will be in the register and will be available to entities that have access to the REJA24 system, even if it will not be reflected in the document. However, if necessary, they can be used, for example, to identify stolen equipment or to prevent its relegalisation.
a9. Length
Field a9 contains information on the hull length of the vessel in metres.
a10. Maximum width
Field a10 contains information about the hull width of the vessel in metres.
a11. Maximum immersion
Field a11 contains information about the vessel's maximum draft.
a12. Number of hulls
Field a12 contains information about the number of hulls of the vessel.
a13. Maximum transportable people
Field a13 contains information on the maximum permitted number of people on board the vessel, determined in relation to the stability parameters. In the absence of documentation, if an EC declaration of conformity or other documentation issued by an authorized body has not been issued for the vessel, which allows the determination of data on the maximum number of people allowed on board the vessel, three dashes will appear in the field.
a14. Design category Max. wind force and wave heighta
Field a14 contains information relating to the design category and the maximum wind force and maximum wave height for which the unit was designed according to the requirements of the so-called RCD Directive (2013/53/EU) transposed into national law by the provisions of the Regulation of the Minister of Development of June 2, 2016 on the requirements for recreational watercraft and jet skis (Journal of Laws, art. 807). The regulations define 4 design categories of craft marked respectively with letters: A, B, C or D. Each category of craft must be designed and built to meet the operational, stability and buoyancy requirements as a function of wind force and sea conditions. wave height.

b1. Registration date
Field b1 contains information on the date of registration of the vessel.
b2. Registration document number
Field b2 contains information about the series and the registration document number.
b3. Issuing authority
In field b3 there is information which authority registered the vessel and issued its document.
c1. Shipowner (M) Shipowner (A)
The letter "W" may appear in field c1 for the shipowner or co-owner, or the letter "A" for the shipowner.
c2. and c3 Full name or business name
Fields c2 and c3 contain data on the shipowner, co-owner or shipowner
c4. Number of owners
In field c4 there is information on the number of owners. The data of only two co-owners can appear on the document. If there are more than two co-owners, their data will be available in the REJA24 system and information about their number will be displayed in the c4 field.

The registration document of the vehicle is a first category document under the Public Documents Act. A number of security features are provided to ensure that the document meets anti-forgery requirements.
